Jerry Leibensperger (Petitioner) petitions for review of an order of the Workers’ Compensation Appeal Board (Board) that affirmed the decision of a Workers’ Compensation Judge (WCJ) concluding that Thomas H. Lewis Builders, Inc. (Respondent) was not a statutory employer for purposes of assigning liability for the payment of workers’ compensation.
