Mitchell, J.

Claimant, Verna Mae Turner, seeks judgment against Respondent, State of Illinois, for injuries allegedly sustained by the Claimant when she fell while negotiating a concrete stairway at the grandstand at the DuQuoin State Fairgrounds. Claimants complaint alleges that on September 5, 1993, while attending a show at the grandstand at the DuQuoin State Fairgrounds, Claimant attempted to descend the stairs and fell breaking her hip.
