OPINION OF THE COURT
SLOVITER, Circuit Judge.
The appeals before us stem from two antitrust actions filed by two groups of plaintiffs, which include foreign corporations engaged in the production of steel and a U.S. corporation that acted on behalf of two such foreign steel producers.
