On June 16, 1895, the following statute was in force in this State: “Whoever makes, composes, dictates, prints, or writes a libel to be published, * * * * and whoever publishes or knowingly aids in publishing or communicating a libel, is guilty of lihel, and shall, upon conviction thereof, be fined not more than one thousand dollars nor less than five dollars, to which may be added imprisonment in the county jail for not more than one year nor less than ten days.” Section 1998, Burns’ R.
