LEVAL, Circuit Judge:

This appeal concerns the validity of restrictions imposed by Congress and the Legal Services Corporation (“LSC”) on the professional activities of entities that receive funding from LSC (“LSC grantees”). Plaintiffs are lawyers employed by New York City LSC grantees, their indigent clients, private contributors to LSC grantees, and state and local public officials, whose governments contribute to LSC grantees.
