Under 28 U.S.C. § 2241 (1982) a state prisoner may file a petition for habeas corpus in the federal judicial district in which he is in custody or in the district in which the court was held that convicted and sentenced him.1 The provision permitting fil*1505ing in the district of conviction and sentence was added by amendment in 1966.2
