Plaintiff, Thornton, Ltd., an Illinois corporation, brought this action in the circuit court of Cook County seeking a writ of mandamus compelling the defendants, Edward J. Rosewell, Cook County treasurer and ex officio collector, and Stanley T. Kusper, Cook County clerk, to issue a certificate of purchase to real estate on which plaintiff was a successful bidder at a tax sale conducted under the Revenue Act of 1939. (See Ill. Rev.
