Appeal from that part of a judgment of the Supreme Court at Special Term (Ellison, J.), entered January 2, 1986 in Broome County, which dismissed petitioners’ application, in a proceeding pursuant to CPLR article 78, to invalidate certain resolutions and laws passed by respondent Board of Trustees of the Village of Endicott.
