*827 The appeal arises from a personal injury action filed by Matthew Ragsdale against the Georgia Department of Public Safety ("the State") and other defendants after Ragsdale was injured in a motor vehicle accident that occurred when Ross Singleton fled from law enforcement on October 30, 2014. The State moved to dismiss the claims against it based on Ragsdale's failure to serve the State with a proper ante litem notice prior to October 30, 2015.
