LIPEZ, Circuit Judge.

On January 8, 2001, Juan Manuel Cruza-do Laureano, sometimes called “Manny” for short, took office as mayor of Vega Alta, one of Puerto Rico’s municipalities. On January 25, 2002, a federal grand jury returned a superseding indictment that charged him with a number of crimes tied to abuse of his public office, including extortion, embezzlement, theft, money laundering, and witness tampering.
