MEMORANDUM OF DECISION

This case arises out of the plaintiff state of Connecticut's efforts to obtain reimbursement for its costs incurred in the incarceration of the defendant Mark Strickland. The fundamental fact pattern is that the defendant was sentenced pursuant to a plea agreement on September 9, 1994.
