INTRODUCTION
This is a qui tam action brought by the relator, Timothy Walsh (“Relator”), pursuant to the False Claims Act, 31 U.S.C. § 3729 et seq. (“FCA”), on behalf of the United States. Relator seeks to recover penalties and damages arising from false or fraudulent cost reports allegedly submitted by the defendants, Carney Hospital, the Daughters of Charity National Health System (“DCNHS”) and various unnamed hospital defendants.
