This is an appeal from a final decree of the United States District Court for the Eastern District of Pennsyl*368vania, sitting in admiralty. The appellee filed his libel to recover damages for personal injuries alleged to have been incurred on board the steamship “Elton,” while she was discharging iron ore at the port of Philadelphia, on the morning of July 17, 1903.
