SCHEINDLIN, District Judge.
On February 27, 2001, Mutual Marine Offices, Inc. (“MMO”) commenced an arbitration against Banco de Seguros Del Es-tado (“Banco”), one of its reinsurers, claiming that Banco failed to comply with its contractual obligations under the Casualty Umbrella Liability Quota Share Trea ty (the “Umbrella Agreement”). On November 26, 2001, an arbitration panel (the “Panel”) issued an interim order directing Banco to post an irrevocable letter of credit in the amount of $708,714.04.
