OPINION

FLAHERTY, Justice.

The sole issue for determination in this case is whether original jurisdiction of this action for declaratory relief lies in the Commonwealth Court or in the Court of Common Pleas.

The complex procedural history of this case is as follows. In early 1977, Action Coalition of Elders, a non-profit corporation organized to advance the interests of the aged, filed a class action which sought declaratory relief in the Court of Common Pleas of Allegheny County.
