Original proceeding in prohibition. Relator, Kansas City Public Service Company, is a public utility corporation and owns and operates a street railway system in Kansas City, Missouri. On February 11, 1929, said utility filed an application for increase in rates with the Public Service Commission. On March 11, 1929, preparatory to a hearing on said application, the Commission ordered its engineers to make an appraisal of the property and its accountants to make an audit of the books of said utility.
