ORDER

GADOLA, District Judge.

Plaintiffs originally filed this case on February 1, 1999 against only the United States of America. Jurisdiction over the claims against the United States is based on admiralty and maritime jurisdiction and the Suits in Admiralty Act, 46 U.S.C. Appx § 741 et seq. See also 28 U.S.C. § 1333; 2d Am. Compl. at ¶ 1-12. On August 13, 1999, the Court entered a stipulated order permitting Plaintiffs to file a First Amended Complaint.
