MEMORANDUM OPINION
JOHN T. FLANNAGAN, Bankruptcy Judge.
Sunflower Racing, Inc.’s May 1996 bankruptcy has prevented creditors from foreclosing on The Woodlands race track while Sunflower lobbied for slot machines to boost the track’s revenues. Having failed in this effort, Sunflower now plans to sell the track to an Indian Tribe after two more years if governments would permit. To make the sale, -Sunflower must clear the creditors’ lien from the property by substituting for it a letter of credit.
