Julio M. Maldonado and seven other dairy farmers in Puerto Rico (collectively referred to as Maldonado) appeal from a decision of the United States District Court for the District of Puerto Rico entering summary judgment in favor of John R. Block, the Secretary of Agriculture (Secretary). 1 At issue is whether the Omnibus Budget. Reconciliation Act of 1982 (Budget Act), Pub.L.
