KELLEY, Judge.
This is an appeal from the dismissal of certain preliminary objections in a condemnation proceeding.
On June 5, 1990, the Township of Frankstown in Blair County, a township of the second class, enacted a resolution authorizing the condemnation of a strip of land to be used as an access road for a new residential development. The resolu*442tion also authorized the execution of an agreement with the two couples who were responsible for the new development, Gary A. Raymond, Donna L. Raymond, Alan J.
