MEMORANDUM OPINION
HUVELLE, District Judge.
Plaintiff Oscar Thomas, a retired army veteran, has brought this pro se action against the Department of Veterans’ Affairs (“DVA”), in which he contends that DVA diagnosed him with a form of schizophrenia, but negligently failed to inform him of that diagnosis or offer him any treatment for his ailment. Plaintiff has asserted claims under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 2671 et seq., as well as for alleged constitutional violations under 42 U.S.C. §§ 1983 and 1985.
