Appeal from a judgment of the Supreme Court (Ryan, Jr., J.), entered January 19, 1993 in Clinton County, which, inter alia, granted petitioners’ application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent finding that petitioners unlawfully expanded their marina without a permit.
