This is an appeal from an order of the district court affirming a decision of the Nevada Real Estate Advisory Commission.

On February 8, 1974, Bernice Felkins, a home-buyer, wrote to the Nevada Real Estate Division alleging that Harold Biegler, a licensed real estate broker, had failed to provide her with a closing statement within one month of the completion of a sales transaction.
