Defendant, the Board of Trustees of the Public School Teachers’ Pension and Retirement Fund of Chicago, appeals from a decision of the circuit court reversing the finding of the Board of Trustees that the plaintiff’s husband, now deceased, was not mentally incompetent at the time he elected to receive a regular pension from the pension fund.
