I FACTS

In August 1982, the petitioner E.F.S. Ventures Corp. (hereinafter EFS) purchased a 5.2-acre parcel on the north side of Old Montauk Highway, which had been improved by a dwelling, small motel and cottages, known as the Beachcomber.
