In this appeal, we consider whether the Territorial Court abused its discretion in denying a writ of review to appellant Executive Airlines, Inc. [“Executive”].

FACTUAL SUMMARY

On December 29, 1992, appellee Eulet Gore [“Gore”] filed a complaint with appel-lee Department of Labor [“DOL”] claiming that Executive had wrongfully discharged him. Executive filed a motion to dismiss Gore’s complaint for lack of jurisdiction in July, 1995.
