MEMORANDUM OPINION

ROBERT F. HERSHNER, Jr., Chief Judge.

Joseph E. Workman, Debtor, Plaintiff, filed a petition under Chapter 13 of the Bankruptcy Code on August 20, 1987. Plaintiff filed a complaint to determine the dischargeability of a debt on May 15, 1989. Plaintiff contends that his debt to the United States of America (Internal Revenue Service), Defendant, (IRS) is dischargeable because the debt is provided for in his Chapter 13 plan and because the IRS failed to timely file a proof of claim.
