Petitioners Dixie Fuel Company, LLC and its insurer, Bituminous Casualty Corporation (collectively, “Dixie” or “Petitioners”), appeal the decision of the Benefits Review Board (“Board”) of the United States Department of Labor, affirming Administrative Law Judge (“ALJ”) Kehnejdi A.
