OPINION

ROGERS, Circuit Judge.

Plaintiff Keith Lewis-El is currently serving a nonparolable life sentence in a Michigan prison. He appeals the district court’s summary dismissal of his 42 U.S.C. § 1983 action against members of the Michigan Parole Board. Lewis-El claims that the board changed its policies in regard to its commutation procedures in a manner that violates the Ex Post Facto Clause of the United States Constitution.
