Allco Renewable Energy Limited (Allco) appeals the Vermont Public Utility Commission's (PUC) 1 denial of Allco's motion to intervene as a party in proceedings concerning whether Green Mountain Power Corporation (GMP) could purchase power generation facilities outside of Vermont.
