MEMORANDUM DECISION

ENRIGHT, District Judge.

This FTCA claim against the United States arises from an assault upon a civilian officiating an intra-service football game at Camp Pendleton Marine Base, Oceanside, California. Plaintiff Richard Hogan sues the United States for negligent supervision of the crowd, participants, and the assailant — defendant Corporal Livingston. Livingston is also named as a defendant under pendent state claims.
