In this action by the plaintiffs Donald Coffin and Meadowdale Neighborhood Committee (hereinafter Meadowdale), challenging approval by the City of Edmonds of a Planned Residential Development (PRD), the principal issue is whether service of process on the secretary to the mayor complies with RCW 4.28.080(2). For the reasons that follow, we hold it does not.
