FACTS AND PROCEDURAL HISTORY

On May 8, 2012, the Terrebonne Parish Consolidated Government (“TPCG”) filed a petition against Henry J. Richard and Sharon F. Richard seeking to expropriate a portion of a tract of land they owned for the expansion of approximately 0.91 miles of Hollywood Road in Houma, Louisiana, from a two-lane highway to a four-lane highway.
