¶ 1. Lynn Laughlin filed an application for disability benefits with the Public Employees’ Retirement System (PERS). The PERS Medical Board (Medical Board) denied Laughlin’s request for benefits after concluding that she was not permanently disabled. Laughlin appealed to the Disability Appeals Committee (Committee), which recommended to the PERS Board of Trustees that the benefits be denied. The Board of Trustees agreed with the recommendation.
