This cause came on for non-jury trial on May 20, 1976, upon the Complaint and Supplemental Complaint of the plaintiff, Lawrence A. Carastro, for a permanent mandatory injunction ordering his reinstatement to the Police Department of the City of Coral Gables, Florida, and for monetary damages for alleged violations of his civil rights under 42 U.S.C.
