Veteran Franklin Gill appeals through counsel that part of a September 11, 2012, decision of the Board of Veterans’ Appeals (Board) that denied entitlement to an initial disability rating higher than 10% for his service-connected hypertension. 1 Mr. Gill argues that the record medical evidence was inadequate for Board decision because the record did not contain examination reports recording two or more blood pressure readings on at least three different days, which he contends is required by 38 C.F.R. § 4.104, Diagnostic Code (DC) 7101 Note (1) (2013), to determine an…
