The issues raised in these proceedings concern the meaning of section 18 of the Unsatisfied Claim and Judgment Eund Law,” approved May 10, 1952, effective April 1, 1955, L. 1952, c. 174, N. J. S. A. 39:6-61, 78, as amended by L. 1955, c. 1, approved March 30, 1955, related to section 5 of the act, as amended by L. 1955, c. 1, N. J. S. A. 39:6-65, regulating the procedure in the so-called “hit-and-run” cases within the coverage of the law.
