{¶ 1} Euclid Beach, L.P. ("Euclid Beach"), the relator, has filed a complaint for a writ of mandamus. Euclid Beach seeks an order from this court which requires Robert Vilkas ("Vilkas"), the City of Cleveland's Chief Building Official/Commissioner of Building and Housing, the respondent, to issue a demolition permit with regard to a building located at 1 Virginia Avenue, Cleveland, Ohio.
