This lawyer disciplinary proceeding against Joseph P. Albright, Jr. (hereinafter referred to as “Mr. Albright”), is before this Court as a result of this Court’s disagreement with the recommended disposition by the Hearing Panel Subcommittee (hereinafter referred to as the “HPS”). The original action was commenced by the Office of Disciplinary Counsel (hereinafter referred to as the “ODC”) on behalf of the Lawyer Disciplinary Board (hereinafter referred to as the “Board”).
