MEMORANDUM OPINION AND ORDER

HART, District Judge.

This case involves a contract with the Federal Aviation Administration for the construction of certain facilities at various airports. Defendant Raytheon Service Company contracted to do the work. Ray-theon, in turn, subcontracted with defendant Atlanta Tri-Com, Inc. to perform certain runway work at O’Hare International Airport in Chicago, Illinois.
