This suit, brought by Plaintiff Ministerio Roca Solida (“Solid Rock Ministry” or “Solid Rock”), alleges a taking of property without just compensation in violation of the Fifth Amendment as well as violations of the Fifth Amendment’s Due Process Clause. Pending before the Court is the government’s motion to dismiss for lack of subject matter jurisdiction under Rule 12(b)(1) of the Rules of the Court of Federal Claims.
