Section 27-2076(b) of the New York City Housing Maintenance Code (“HMC”) prohibits children under the age of sixteen from living in single room occupancy units (“SROs”), which are rooming units that lack either kitchen or sanitary facilities or both. Until several months ago, plaintiff Juana Sierra and her two young children occupied two such units at 24 West 119th Street in Manhattan.
