Plaintiffs filed suit seeking declaratory and injunctive relief, claiming that defendants’ authorization of motorboat use within the wild segment of the Rogue River violates the Wild and Scenic Rivers Act (“WSRA”), 16 U.S.C. §§ 1271 et seq, the National Forest Management Act (“NFMA”), 16 U.S.C. §§ 1600 et seq., and the National Environmental Policy Act (“NEPA”), 42 U.S.C. §§ 4331 et seq.
