OPINION

DUNCAN, Circuit Judge:

Hui Zheng, a Chinese citizen, appeals a final order from the Board of Immigration Appeals (“BIA”) dismissing her motion to file a successive application for asylum almost eight years after she filed her initial asylum application. She argues that, contrary to the BIA’s decision, her changed personal circumstances allow her to file such an untimely successive asylum application without filing a motion to reopen.
