John P. Munnelly appeals from a judgment of the district court1 denying him reinstatement to his former position of Sectional Center Manager, Postmaster at Omaha, Nebraska. The Post Office Department discharged Munnelly, who had been appointed by the President in 1963 as Postmaster at Omaha, and later became SCM/Postmaster of the Omaha Post Office in a reorganization of the United States Postal Service.
