I. INTRODUCTION

Plaintiff Betty Flythe brought a civil action against the District of Columbia and two police officers (Officer Vazquez and Officer Eagan) after her son was fatally shot during an encounter with the officers. This Court granted summary judgment and dismissed the claims against Officer Eagan. See Flythe v. District of Columbia, 994 F.Supp.2d 50 (D.D.C.2013).
