On August 18, 1884, the city of Brenham passed an ordinance which provided that an association of persons, then unincorporated, known as “Brenham Water Company,” should have the right to establish, construct and operate a system of water works in or adjacent to the city, and for this purpose to use all the streets, alleys, lanes, public grounds, and all places under the control of the city, so far as might be necessary for the proper conduct of the business, “and for supplying said city and the inhabitants thereof with fresh' water for domestic, manufacturing, fire…
