ROSENN, Circuit Judge:

For at least the last twenty-five years, the Decatur City Board of Education (Board)1 has required all male students to complete successfully a course of military instruction, known as the Reserve Officers’ Training Corps (ROTC), as a necessary condition for completion of the tenth grade and for graduation from Decatur High School. The State Board of Education, which has established certain minimum requirements for graduation from public high schools in Georgia, does not require ROTC as a course of study.
