I. INTRODUCTION

Plaintiff Cedric Young, a prisoner incarcerated at the Northern Correctional Institution (“NCI”) in Somers, Connecticut, commenced this civil rights action pro se pursuant to 42 U.S.C. § 1983. He alleges that the defendants, prison officials and personnel (collectively “Defendants”), were deliberately indifferent to his serious medical and mental health needs on September 3, 2008, constituting cruel and unusual punishment in violation of the Eighth Amendment.
