Plaintiff, publisher of a weekly newspaper in Alamance County, brought this action on 22 November 2000 seeking declaratory and injunctive relief upon allegations that defendants, as members of the City Council of the City of Burlington (hereinafter “Council” or “defendants”), had violated North Carolina’s Open Meetings Law, N.C. Gen. Stat. § 143-318.10 et seq., and Public Records Act, N.C. Gen. Stat. § 132-1 et seq.
